None of the special owls are showing up

So I talked to the owl king after turning in 32 owls and was told about the special owls. I progressed until I was able to get Dohalim's ability and went to the area in Calaglia and I see where I should be able to use his ability but nothing happens. I went to a couple more locations where it's stated special owls should be, but they're just not there. Is this bugged or something?

Special Owls spawn once you go to the final dungeon area.
Did you get there?

I'm outside the spaceship, so I guess not? Why would it tell me they were out there if I couldn't get them yet?

Once you enter Rena and move a little bit a text will pop up about the extra owls.
