Code vein if you want more of a challenge.
Can't speak on scarlet nexus, since I didn't like it (Demo).
Code vein also has more mods compared to tales of arise (Game was just released, so it's expected) too. If I were you, I would just buy them on sale. If I'm not mistaken, Code vein should be on sell right now.
Scarlet Nexus and Tales of Arise have nice story and combat mechanics. I did enjoy both a lot.
Code Vein is a good game, but Im not a souls-like person.
i love code vein, but it's a prequel series to god eater meaning the ending leaves you very unsatisfied.

Tales of Arise for me the only problem is not enough wanna have more Story.
Code Vein for me the Bigger problem is the Dungeon made me feel very hard to play again and again just for the different Ending, so waste time to run the Dungeon again and again.
Scarlet Nexus the only good thing for me is the Battle feel good, that's all good thing, others just bad thing, bad story, stupid password I need to watch Anime (If don't have anyone share the password at online) to get the password, PPT "DEMO", if you play male, the Girl wanna kill you and you keeping understand her even she is susp kill your Father really doesn't make any sense.
Tales of Arise - A very solid Tales RPG with high budget, I have nothing much to say.
Code Vein - Souls-like game, with a VERY VERY ADVANCED character creation I've ever seen so far in video games. Can design many possible variations. I also like the build variety.
Scarlet Nexus - A pretty fun hack-n-slash game. Story also unexpectedly dark. Psychokinesis is fun to use.
Fun fact about Tales of Arise & Scarlet Nexus:
Arise is actually directed by dev from the God Eater team (who also made Code Vein), so there are many game element borrowed from God Eater/Code Vein. Meanwhile, Scarlet Nexus is directed by dev from Tales team, so you can see some Tales influence on the style of storytelling, although the post-apocalyptic theme is still very god eater-like.
Code Vein has a pretty bad story. Okay, to be more precise it has extremely minimal story and you might even have to play the God Eater franchise to better appreciate it, though this doesn't save the story from being minimal and you can fully understand all story aspects without playing that franchise, aside from recognizing just what this one creature is (hint: doesn't matter tbh, just a crossover element). Characters don't develop a ton, honestly, and there really isn't a main character. If you want to classify a main character it would actually be Yakumo, followed by Louis, and not you... The character backstories, via the memory system and certain minor events in the story, however, are excellent and help really flesh out the characters and the world. I do think the memory aspect is a bit lazy with how they designed it, but the stories they tell are great. It has extremely minimal and, frankly, pathetic side quests and depths which yield very little actual meaningful value to the game. The gameplay is similar to Dark Souls in many ways, only faster and probably harder for most. You don't have a manual stat point system, instead with things called codes acting as classes that take your stat points based on your level and configure into certain stat skews. In addition, there are gifts associated with the codes but they almost all can be cross mixed after learned. In terms of build variety, meaningful value for different build types and even within those types (caster, etc.) it completely trounces Dark Souls and it really isn't even close. The combat and exploration can be entertaining, though exploration is a bit linear in nature. The game is a bit on the shorter side, imo, and for me didn't offer as much value though I enjoyed it compared to Tales of Arise okay story and meatier offering.
Scarlet Nexus... I haven't played it, but the combat and aesthetic are why I've personally hesitated as it looks to not exactly be of my taste with how it is designed, even if it is similar to some games I like in some ways. The cities look really awesome, though, walking around in non-combat zones from gameplay I've seen. From what I see I suspect, and public reception seems to validate this, the game looks like a high quality product though for those it appeals to. I might check it out, myself, at some point. I definitely suggest look at some video based reviews for this type of game and consider this over Code Vein, first, if it appeals to your tastes as it looks like it might offer more value in a single purchase.
It depends on your tastes, but all three are solid games.
Arise is fine when it comes to combat (except for bossfights) and is good when it comes to Char Interactions. and world design but its a cringe fest story wise. The game wants to make me feel sad but most of the time I am like: Yea I kinda dont see it sorry
Scarlet Nexus was a ♥♥♥♥♥♥♥ disaster.
