How to wear a dls suit?

That's really weird, sounds like a glitch or something. Did you try restarting the game?

So just to be clear, the DLC in your Steam Library says it's downloaded, and when you check it in the game there are checkmarks next to the costumes?

This means you bought the dlc in the steam store, when you enter the game, you don't see the dlc items in the inventory or in the outfit, right?
You have to go to unclaim dlc before it will show up in your inventory or in outfit.

Load save game. If using keyboard, hit ESC for the main character/general game menu interface.

System icon > Unclaimed DLC Items > Pick your purchased package/s > pick which item/feature of package (or all) you want to claim at this time

....you have to be in Steam's Online mode (not Offline) to initially access/claim purchased DLC. (edit - once item/s are claimed you can be in Offline mode/they'll remain)
