It can transform absolute garbage in something cool (like skyrim :p) and it extend the gamelife in years. So I hope they will considere it.
However, I doubt they'll release a modding kit or other official modding tool to help make mods... as they've never done it before and since they don't really have confidence in PC sales you shouldn't expect them to, either.
To put it short, yes there will be mods but it probably won't be officially supported. Don't expect anything fancier than texture mods or basic model swaps unless a mod community really takes off like what sort of happened with code vein's mod community.
