Character development and a lot (and I mean A LOT) of party interactions are definitely a given either way.
It depends on what you're looking for - out of the 17 main titles, 10~ have at least romantic undertones, it's pretty much only the more recent ones that mostly stayed away from it.
If we're talking about a big romance subplot though, then I agree, seeing as only 3 (maybe 3 1/2 if you really want to include Graces f) Tales games have one.
Not likely.
Consider Instead:
Mass Effect
Dragon Age
Witcher 3
or play a Visual Novel instead. That's where the serious romance is anyways.
So for that I thank you guys. This setup really did feel like it'd rely on some romance because of the plot going here and I was hoping it would have some. I've played all those other games, but I love me a good anime style game that has some romance in it. LIke Persona 5 of Persona 4. Great character interactions, romance subplot option sidequest thingy. And a great well written story. So I'm kinda hoping this game will be like that in terms of the romance and character interactions. THanks for the responses everyone.
But yeah, its unlikely to have a romantic part. I´d like to have something like this aswell even if its just a small flirt or something like that but yeah. Its not normal for Tales of games to have such things
I mean, ultimately we'll all have to wait and see but yes, the premise is begging for a romance subplot.
You should also disregard the people who say that "Tales has never done romance" or the like, because they very clearly have only played a handful of Tales games - probably the more recent ones.

I'm not saying there isn't some undertones of romance, but its not like a big part of the games, or even small part. No one's going on dates, or seriously pursuing a relationship.
But my guess it that it probably will at least have some romance undertones. Which was present in most tales games.
And yeah, Tales games don't have an elaborate romance system like Persona for example but OP didn't ask for that.
Out of the 17 main/original Tales games, 3 have a romance subplot that's integral to the main plot and another 7 have at least romantic undertones - not the worst odds.
From what we know so far, I'm pretty sure it will at the very least have romantic undertones, yeah. If you're unsure, just wait for more information in the upcoming months.

a guy who is incapable of feeling pain
both from conflicting nations
both from opposites sides of the class system (a royal and a slave)
a major theme seems to be about uniting the two peoples
all these things fit into the idea that romance between the two will be symbolic and the fact of them being together will somehow challenge the status quo and spark more conflict.
does this mean romance will definitely be in the game? no
but anybody who says the writing isn't on the wall is being completely disingenuous.
