It's not that bad, really, at least they let you choose which part of the dlc you want (I wanted to get the outfits while leaving out items/gald/SP etc).
I do agree that it can be confusing the first time though.
Just giving more choice: not many players are compelled by how the dlc were bundled: if you buy separately a costume bundle, you also get items, which may put off some players one way or another.
Other than that, more power to you!
