Maybe we can get free bathwear costumes inside the game.
While i love and respect the modding community for what they do, I don't think they should be expected to do the work of the developers. Let's not beat around the bush, we weebs(otaku if you prefer) are a horny bunch. The devs must know this, so why not give their audience what they want in the product that they are selling?
Hell even the devs of this very game are aware of the desire for lewd outfits. I mean while the "beach time" costumes are tame, they are clearly put there because the dev knows anime fans want it. I don't think for a second that devs don't know players want sexy outfits to customise their characters...but some devs do tend to act dumb nowadays.
So to answer your question: Its not the work of the devs, but it should be the work of knowledgeable devs that know what their audience wants.

You should expect lewd costume from a modding community to be more possible.
