Is the owl quest broken for anyone else? (minor spoilers)

I just defeated the last lord and am back in free-roam with access to the rest of the world, so I went and started to clean up sidequests that I can do, one of which is the owls.

Just to say, yes, I did get the owl on the ship.
All five perches say "This perch seems to be full"

The quest targets are:
Find out what caught Hootle's attention.
Approach the large owl.
Discover a few owls.
Discover more owls.
Discover a large number of owls.
All of which have a checkmark, yet the quest is still not completed.

After collecting the last owl, I fast traveled to the Owl Forest, walked up to the King owl and spoke to him, and it played two skits and gave me several more cosmetics. Both of these skits were clearly not the last skit, as the skits finished with the characters saying they should keep searching. As a reference of the rewards, I have two alt-color suits for everyone, and Shionne and Rinwell both have three alt-color head pieces.
The quest did not complete and I did not get the SP/Gald reward for completing it.
Speaking to the king again, he just hoots, as well as the queen.
There doesn't appear to be any other targets - and because i got all owls between the lockout and now, I can't just go "get another owl" to update the quest's status.
I don't have the option to go back a save, I didn't realize it was broken until after overwriting my manual save and it's been several zone changes as I attempted resolving the issue already, so autosaves don't go back far enough.

Any ideas what to do to actually complete the quest, or is it actually broken and I'm SOL?

You will be able to search for the last owls close to the end of the game.

Yep, you're nowhere near the point where the rest of the owls show up. You haven't missed anything, just keep playing.

You need to keep going with the main story. The game will update the quest

Oh, so more owls get spread around or are found in more areas? Alright, I was a bit worried, since I already completed Rinwell's "Gather 80% of the owls" title a while ago, I thought I had actually found the last ones and was doomed.

You will get a very blatant pop up telling you when you can keep going with it. You've done everything right by getting the one on the ship, no worries.

I got the same issue, i got the 32 owls achievment, but i still can't see the final 6 ones

It seems the owl in Traslida Highway doesn't show up on the tree in the Owl forest. So even though we get the achievement and the tree says it's full, it's not :/ Anyone else with this issue?

it will say the perch seems full but you get 5 more owls to look for once you land in Rena each of them will end up perching in the central "trunk" of said tree and will let you unlock carry over stuff for NG+

your clue to narrow down your search is I advice you start looking into the locations where you fought the lords and or where they lived or where their stages ended up in with the case of Aldimiera's ship

If it's telling you the perch is full and you don't have all 38 owls, just keep playing through the game. As I said, you get a very blatant pop up telling you that there are more owls to find.
