Is it true that they actually locked skills behind DLC purchase?

If so, I think I'll skip until -90%

Yes, there's skill stuff behind DLC. Negligible but if that puts a craw in your jimmies.. Definitely wait for sale.

Skills you only get from the DLC.
Mind you, its nothing overpowered, just different.
Also skills from DLC or items in general from DLC do not count for achievements.
So for example the achievement that requires you unlock 400 skills across all characters ingame does not count DLC skills.

Same for artifacts or other stuff.

They are Artes from previous Tales of games. Can only get them with the DLC.

3 Artes per character, and some passive skills.

Passive skills are not exclusive to the DLC and i can confirm this because i have some of them unlocked already, some people WITH the DLC are telling me that they're also seeing the DLC artes in non-DLC tittles, tho i'm not sure i believe this.
Either way, 3 artes don't make any difference besides aesthetics, they don't give you an kind of advantage, and since the passive are available anyways... well..
No difference at all.

Honestly, I don't know if these skills can be obtained without buying DLC.
Just wait until it becomes clearer. Few have even finished the game yet. If you don't really want to play the game, some waiting won't kill you.

I don't know if they are exclusive to the DLC or whatever but tbh, as someone who bought the ultimate edition, missing them isn't anything to be sad about. The artes themselve are fairly weak and have already been outpaced by the artes i got naturally and im only a couple hours in. They are actually worse in alot of ways, the animations are long and since you cant cancel animations you often will take a hit midway through... If your playing on hard a single hit can be 1/2 of more of your hp gone.

The skills and passives you get arent needed in any way shape or form to beat the game. You can just as easely beat the game without them as you can with them

Yes a small part of your moveset with any given character is locked out by the dlc. They are not major or required but imo its still pretty disgusting on the companies side. The balance is actually pretty good if you ignore dlc but I have had to grind a couple of times for SP which isnt earned quick enough to get the most useful upgrades by major bosses.

Are you using chain bonuses? I'm getting 100+ sp in some cases

whelp I can't defend Bamco this time. The DLCs were obtainable from the game in the previous franchise. You pay to gain "early access", that is. This time its cash only which sux IMO even if they aren't that important but ATK+50 upon completion etc. is still critical IMO.

Fair to assume that the copied skills stack though, especially because there tends to be multiple of the same skill in the same web.

One of the skills is ko prevention, would be surprised if things like that stacked.

Technically yes but aside from negligible passive buffs they are rendered obsolete by the end of the first area so mostly there for the novelty

This game has 3 unique artes and 9 skills for each of the two main characters (some of which DO stack) + the capstone stat boost completely locked behind a paywall (and those titles being unable to be obtained ANY OTHER WAY).

It horribly anti-consumer and scummy but none of it is mandatory for progression or to beat this game on the hardest difficulty.
But this stuff IS absolutely locked behind a paywall and otherwise inaccessible.

The game itself is really really good (probably one of the best tales games since vesperia/symphonia/abyss) so ultimately it comes down to your principals and how much you are bothered by paywall exclusive titles...
