Bug: Owls.

Most of the time, I can't interact with them now. Saving a loading sometimes help, but even that has started to fail more often than work... this common to anyone else?

No but i found sometimes you have to be further away or standing at a specific spot to point the camera at them to get the interact to pop up.

You only need to adjust your camera, and look upwards/downwards to interact with them

I think he means it's based literally around using the camera to look at them, I thought it was a little buggy to start with but then I noticed as long as I was withing "Hooting" range If I looked at the owl with camera control it'd always let me interact with the owl now matter where I'm standing.

Thanks this helped a lot, I was getting really frustrated thinking this was a glitch.

you need to actually look at them not just be near them

I find that it helps if I use hootie as my crosshair to target the owls, but seriously some of them have some very odd hitboxes. Sometimes you have to actually stand further away like with one of the owls that are on a tree in the frozen valley region near the fishing point.
