This sub quest can only be completed after you reached the sixth and final territory of the game. Only then will he have changed his clothes.
Its actually one of the last sub quests you can finish.

Why did I have a feeling it was something like that. Most tales games often have this one side quest you can start really early, but cannot actually finish till near the end of a playthru.

you clear that quest after you defeat the 5th lord than go back not bug it just the npc take way too long to do make up than girl no offence

I went with the "money" look.
I figured there was no way in heck he could look rich by living in that location. It's practically impossible. So, lot of laughs at his expense.
