ive seen diff type of weapons in vids, but no armor
But yeah, you can change armor apperance and you do not have to use the "ugly but best protection" armor apperance, just switch it to something else you've unlocked.
No character creation or naming of the characters, but its quite impressive. Other tales game had so you can move accesories around, like putting wings on your head and so forth. Not sure if this one has it, but as i said, not gotten too far into it :)
Base game wise, you're stuck with whatever outfit your character wears. Any armor you equip normally doesn't change your look unless the character themselves changes for the purpose of looking different in the story.
However, there are usually costumes given as rewards for sidequests or hitting a goal (depending on the Tales game in question), and there's also normally attachments you can buy...as well as DLC costumes/attachments that you can also usually buy.
I don't know ToA's schtick with this, but judging by the DLC costume bundle they're selling as part of the Ultimate Edition, I get the feeling it's going to go the similar way as previous tales games like Tales of Berseria (where they had DLC cosmetic stuff, but again you could also unlock certain costumes throughout the game).
Edit: Or what SunsetAmethyst said since they've played it a bit. But you shouldn't have to worry about wearing the same outfit the entire game, the Tales series always finds a way to let you mix it up a bit.

but i have to give a shout out to the weapon transmog system, was not expectin that am happy for it.
