I HAVE FOUND A WORKAROUND TO FIX THE CONTROLLER ISSUE

1. Go into Tales of Arise Setting and look for "Steam controller settings".
2. Once it opens the Steam Input tab, go to the button, where it says "Browse configs"
3. Then, go when it says community and click (or push Y) where it says "Show other controller types"
4. Accept the warning and then go for the one that says "Official controller config" by Jack.
5. Apply the new configuration by clicking apply.
6. RESTART THE GAME, if not it wont work.
