Right, lets use the Official Steam Forums for Tech help for the game from a Pirated Copy.
All the same, to actually offer some help or advice to our luckless bloke Marcel

I believe you need to locate the steam_api.dll file and edit it with notepad. I am not quite confident that the solution is so simple though and I'm unfortunately unable to check, since I have the game on the PS5.

Open your windows Search, type in %localappdata% and hit enter.
Then navigate to: BANDAI NAMCO Entertainment/Tales of Arise/Config/WindowsNoEditor and open the file "engine.ini" with a notepad and add the following lines to the bottom:
[Internationalization]
Culture=en-US
This is for an english interface, you would have to use the country shortcut for your desired language if you want a different one.
