I believe you need to locate the steam_api.dll file and edit it with notepad. I am not quite confident that the solution is so simple though and I'm unfortunately unable to check, since I have the game on the PS5.

Then navigate to: BANDAI NAMCO Entertainment/Tales of Arise/Config/WindowsNoEditor and open the file "engine.ini" with a notepad and add the following lines to the bottom:

[Internationalization]
Culture=en-US

This is for an english interface, you would have to use the country shortcut for your desired language if you want a different one.

you can go to Tales of Arise/Engine/Binaries/ThirdParty/Steamworks/Steamv149/Win64/steam_settings/settings/language.txt, and open the documente in notepad, edit the value for what language do you want, i was looking for this on linux.
