Even Valve doesn't care about achievements. That's why Steam makes absolutely no attempt to verify what application is actually sending an unlock command.
So it's a coin with
1) young minded people: "they are useless, wth you doing?!"
and
2) common sense one: "they are useless, why should i care?"
Cheat items also come with the more expensive editions, so of course people are going to use them.
Seriously, there's no reason to care at all. You're just driving yourself mad.

your righteous anger about something so trivial and inconsequential to YOUR actual life and well being.
Why do you care about it? I usually complain about cheat when it harm other people, that's not the case here...

I think I saw you, or at least another NPC with the same dialogue in Bravely Default 2 hub saying the same thing.
While I encourage you to get over this because having other peoples actions damage your ego is an accident waiting to happen, I will provide you with some comfort.
When a game is first released to the masses, the steam achievements are only counting 5-10 test accounts, ones used to make sure the steam systems are working correctly, it says "96% of players have have this achievement" for say "play 100 hours" or clearly impossible tasks in a short time.
That does not mean that 96% of players are script kiddies and you need to go on a moral crusade to save gaming. in a day or so, the actual real players data will be filtered into the system and those % will be far more accurate (Not perfect as some do cheat, but you shouldn't care)
TL:DR - The achievement system does not update stats in real time, in the first couple days of a games release all you see is the results from a few tests making sure that the game works within steams systems, which includes checking if achievements trigger. it's "95% of players have this" but it means 19/20 test accounts have this.
