Rokurou Rangetsu story arc was top notch.
Based on the Demo (PS4), and the cinematics provided at the end of each characters playthrough, it seems as if most characters come in a "Pair of two", and with good reason.
You obviously have the two "Main" characters Alphen and Shionne, which in my opinion are going to have the most screen time, and the heavy story driven content, as the game does seem to revolve around those two in general.
Then you have characters like Rinwell and Law, who seem to be at each others throats the entire time, until they reach a compromise and become friends.
And lastly (from the Demo), you have Kisara and Dohalim. Dohalim, seems to be a Prince, which Kisara is his defender.
How they all meet,I couldn't tell you. But, at the very least all their separate stories seem to be interesting enough, and I would imagine they are all going to work towards a common goal in general.
You can actually get a bit of detail from characters when camping as well it seems, through side dialogue.
And I would have to agree with @TotemMX, Bersaria does a really good job with their characters stories, granted, a few characters are from Zesteria, so you already know a bit about them to begin with.
Symphonia : you need some effort but every character feel more alive than any other game. They seemingly have feeling, thoughts and desire. Rain is deeply wounded emotionnaly that her parent abandonned her and Genis by shooting them through a portal in a world full of hate for half elves. Kratos is constantly challenged by both his duties and his heritage; especially with Mithos resurfacing and becoming active once more and still chasing his crazy ambition of resurecting AND curing his sister. Colette truly LOSE her humanity and she can't even fear that fact. the other character have their story mixed in the main story plot points and they evolve.
Abyss: we follow a literal sheltered clone that is being manipulated by his only mentor and source of information. Helped by a self-conscious responsible lady that tries to put up with him and teach him some of the truth of the world. His fiancee, the princess, has thousand time more personality and feels very much alive. For a sheltered princess, she actually act like a human with some kind of purpose. Guy is a loyal and hardworking friend that works for the greater good whenever he can without betraying the clone who he believe is his true friend. The general is kind but strict and can show strenght and resolve at crucial time.
Legendia: what seems like a cliche "save sister" rapidly turn out to be a full on post-apocalyptic adventure in a fake utopian boat-world. None of the main cast feel like human at first but you slowly discover what makes them "people". You soon realise the reason the MC feels the need to protect his sister... honnestly, the sister is the one without much personality in this story.
Destiny1 and 2: from the robin hood girl to the seamstress archer, pretty much all the character are as vibrant a christmas light on a desolate highway. You can't miss it. and then you meet with a religious group that you end up reforming in the other game. for real, these character stick out the most in all the tales game.
Eternia: are you seriously doubting Eternia character being fleshed out? THAT'S THE WHOLE PLOT, FOLLOWING THE FEELING AND THE DESIRE OF ONE INTO THE DREAM OF ANOTHER AND THEN SAVING THE WORLD BY BEING "YOURSELF". Keele Zeibel is one tough nut to crack too, Meredy is trying her best to stay energetic and outgoing, Farah is doing everything she can to help and the MC, ♥♥♥♥♥♥♥♥ all the way to the end, actually got his ♥♥♥♥ together. Might be the most competent MC of the lot.
Xillia: didn't touch these. don't know much.
Vesperia: ♥♥♥♥ Yuri. he's annoying and weak, he got a monster-like reputation but he never won anything in his life other than pity. And that's sad. Mage is obnoxious, princess is... naive, true MC is blond and cliche, the dog has the worst pet design I ever saw from any jrpg and I hate that he smokes the pipe. But at least they are somewhat fleshed out even if I dislike most of them. they got stories to tell and story to make. too bad they can't evolve mentally or spiritually.
Zestiria : It's a learning experience for a basic MC. I don't like the MC, I don't like Mikas, but I can still see the effort that went into making these character feel alive. Of the lot, only one feels like a brick but with a bit of digging around you can see how and why they became like that.
Berseria: funny enough, this is a prequel to Zestiria. Apart from Magilou being totaly useless and seeming like a comic relief without character for like, half the first part of the game, they each got their motivation. Most feel wishy washy. While character are fleshed out greatly, they feel like they are the least alive of all the Tales. Yes, I said it. Bite me.
I don't know how edgelord and cutesniper will fare in Arise and I don't know how any ally they find will turn out. I don't know what the point of the story will be and I feel like some location are very similar to zestiria and berseria (which makes me think this might be in the same world) But if I know ONE thing from playing almost all the tales of game, it's that you can always count on the main cast to be colorful and diversified. Liking the character is optional.
abyss and Symphonia had fleshed out side characters. Symphonia the side characters were more interesting than Lloyd.
Character quality does vary from game to game, but I still don't know what you're talking about. There are more Tales games where we know less about the MC than the side characters than the other way around, and many side characters are crucial to the story instead of just swept up in it so they function as secondary protagonists.
It's most other JRPGs were the side characters really aren't fleshed out much outside of a bit of background to flavor them.

I still can't make them shut up on either my playstation or PSP. What do you mean they were removed? there's a literal prompt telling you "HEY PRESS A BUTTON TO READ THIS SKIT FOR 5 MINUTE". When i was younger, I found these to be such a drag and they were annoying so I skipped most of them.
