Iglia Waters elite monster quest. cant pass npc and rock

Hi there is a quest you should be able to activate after you do the quest Supply Procurment,
I did that quest long ago but the npc in the town doesnt talk to me and a NPC and a big rock are in the way. Thus i cant break it down and fight it.

Is this a post game quest? Is it bugged? Or am i missing something? Thanks.

You get that quest near the end of the game its a quest that pertains to Law

Reward: Zephyr's Ring. Dawn Braces. 12600 Gald. 265 SP. Law's 'Torch Bearer' Title.
