Is it possible to customize the Tales of Arise character ?

Yes. There are costumes (clothes and hair styles) and accessories (wings, hats, glasses etc.).

There is no character creator, but nonetheless, you can still customize their outfits by unlocking more outfit options as you progress the game, do sidequest and such.

wait is it posible to change their hairstyle and color of hair and eyes? and if you guys had to say from 1 to 10 how good is customizing in tales of arise?

It is how it works across all Tales. Except for weapons, there is no such thing as armor skins. The only outfit is just the costumes.
