If it must be white, then outline it with a black color, or fill the inside with a transparent black shading so even if the floor is super bright, the center of the cursor basically will be visible lol.
Here's an example, I have a software called crossfire X on Steam which can be used with the Game hub built into Windows 10.
And it's already 500% brightness in cursor settings, I can 'barely' see it on my ultrawide 1440p. I had to use another software to make it more visible.
I know, that is why I said "it's still not bright enough" part. But the option to make it brighter is there, it just needs to go past 500% into like 3000% or something. Or let us change the color of the cursor. Red would work best for me.
Opacity of 0.25 is good enough on CrosshairX, but simple changing the crosshair's color to a bright red works since red isn't something you see a lot in the dark or behind a bright display or background.
You need color variations in it to make it stand out. Or a bezel design that makes it look 3d.
