But to give some information that may clarify things:
With all this in mind, It's entirely possible in a small house for a Goryo to throw you for a loop- If it short roams and happens to get into ghost event range of you, it can then ghost event to your location. The ghost is now in the same room as you and if it now initiates a hunt, it will appear near you, or potentially on top of you if your luck is bad.
Most notably, the fact that ghost events teleport the ghost to that location means that any time you have a ghost event, be aware that it's very possible for the ghost to hunt from that general area for the next 15-30~ seconds until it's roaming period ends and it returns back to it's room.
And also notable, None of this requires the ghost's favorite room to change. The ghost can roam from it's favorite room, and it's ghost event can carry it even farther than it would normally go.
TL;DR: Pending additional information like the vod itself where I and other users can watch the events occurring in sequence, It's hard to say definitively whether your ghost bugged or if what happened was to be expected because of the information outlined above. But, Yes, it's absolutely possible and plausible for a goryo to spawn on top of you even if you're not in it's favorite room at the time.
You did make some decent conclusions on ruling out, You were just missing that extra bit of information that I explained before.
To pose some example values,
Say that a Goryo can wander 10m from it's room.
Say that a ghost can initiate a ghost event on a target up to 15m away
Say that the ghost can be placed within 5m of the player when it events
And the sum result is that under the most ideal of circumstances under these example values, A goryo can end up a whopping 30m away from it's room, 3x as far as it can roam, by wandering 10m, initiating an event on a player 15m away, and then placing itself 5m behind them.
Can definitely catch you off guard. Always gotta be careful when an event occurs and moves the ghost. :)
