The way the smudge stick works is it only gets activated once at the start of the lighting animation and once at the end, not continuously throughout. It's either bad timing with the second one (the ghost is stunned for 6 seconds during which the effect can't be reapplied or extended), a limit of how many times a ghost can be stunned during the same hunt or a cooldown timer between each stun where the ghost is unaffected.
If you light, or if a smudge stick wears of, the game checks if the ghost is in the range within 6 meter. If so, it gets blinded for about 6 seconds. The time a smudge stick burns off is matched to the ghost blindness time, but slightly less. So the ghost will never be "hit" by the same smudge stick twice. Though you can use all four smudge sticks on a ghost in a single hunt. Yet, smudge sticks don't stack their effect, nor is a blinded ghost affected by another smudge stick as long as it is blinded.
A blinded ghost will still roam, but does not hear, see, sense or kill you in this time period. The ghost will remember the last place it noticed you after the 6 seconds. So if you smudge a ghost which knows you are in a locker will just prevent the inevitable for 6 seconds, and it will force open the locker anyway. So if you needed to do this, get out of your safespot and use the 6 seconds to get away into another hiding spot.
Probably, in your case, your ghost was outside of the 6 meter range when the stick was lit. Always make sure the ghost is within the range before lighting.
It is said that smudge sticks work globally (intended or not), for every player. So the game does check the 6 meter range from any player position. I wasn't able to confirm this yet. Suprisingly it worked one time though a friend of mine was in trouble. But if this was just concidence and the ghost just bugged, I don't know. The strange thing was, that the hunt was completely stopped after 20 seconds in pro mode when I did it. I was not in range of the ghost, and my friend told me the ghost just catched him but then vanished. Was a very strange occurance. We even got the death sound about 10 seconds after the hunt ended, but no one died.
I'm frustrated because a smudge-is a smudge-is a smudge. Why would it not work at all times when within 6 meters of the ghost at any point?

i play in VR and i just have to hold it. Throwing in VR is not consistant haha
Playing alone i usual use it then walk through the ghost and it works every time.
The game uses dedicated server functions. And for this it is more of a performance issue to not permanently checking smudge stick during smudge phase, but only at the beginning and the end.
But yes, if DKnighter can change this without adding other technical issues, I would also like to have it work the whole time while it burns out.
There was no change. It works like this since I started the game in March.
But I know what you mean. I am playing VR, and I am pretty sure that I smudged a couple of ghosts that were about 10-15 meters away with success in the High School hallways (note this being the time the smudge stick needed 15 seconds to burn out). There was quite a discussion about it in another thread with Sonicle.
Siege did offer an interesting fact. He stated that smudge sticks work globally right now (bug or feature we don't know). Means that if you light a stick where ever you are, the 6 meter will count for any player in the team. This can cause the effect that sometimes ghosts get smudged which are more than 6 meter away from you, as sticks work also through walls and another teammate was close to it.
I am still not sure if Siege was right, but at least I was able to safe 1 friend with this information who was more than 15 meters away from me. She would have been killed by the ghost but yelled in the mic, so I lit smudge in my hands (and keep holding it in my safespot), she was able to escape. From her perspective, she would have been dead but the ghsot suddenly ignored her.
But because I only managed to pull this off one time, I don't know if the game was just bugging out or it was really because I lit the stick. Feel free to test it and report back to me.
Insym showed that it works globally. I have used it to save teammates from the Van in a lot of occations.

i been playing a lot of phasmo xD so many bugs, glitches, and just learning the behavior of the ghosts and game mechanics. really eager for this game to become bigger and even better then it already is. ( :
