I found this problem happened on a fresh install of windows 11 and I believe its something to do with how it prioritises different packets when sending requests to servers. Keep in mind that I'm using Ethernet and the solution may be different for wifi users.
1. open control panel
2. navigate to network and internet
3. navigate to network and sharing centre
4. on the left side of the window click on change adapter settings. you should see all your available internet and Bluetooth connections.
5. right click on the connection type your using (for me it was Ethernet and it should show the name of your current connection, if you have a lot the name should match what is written on the back of your router)
6. click properties, make sure you are in networking
7. find and disable cFosSpeed, it may also be called NDIS 6
I would be careful with uninstalling it because it could cause other problems. cFosSpeed is primarily used for VoIP so your pc with prioritise VoIP packages over other packages.
8. click ok/save and restart.
9. and there we go should be fixed
Note: this includes other games that use peer to peer connection
