Push to talk issue

I'm having voice issue and it isn't the common one. When I do the in game test where I have to say "Give us a sign", it succeeds. Every time it succeeds. If I go into a public lobby, nobody can hear me. If I go into a private game and try to talk to the ghost, it can't hear me. If I go into a public game and global chat, I can be heard. So global chat works. If I turn OFF push to talk, then if I go into a public lobby people can hear me and if I go into a private game, the spirit box can hear me.

The work around of having push to talk off has been fine until I wanted to start using Discord. I want to be able to control what comes over the local voice chat in game so I don't have an echo to those I'm in Discord with.

I looked around and cannot find people complaining about having the issue I am. Is anyone else aware of someone having this issue and what the fix might be?
