Edit: I missed that part in the patchnotes.
Yes they can: "Ghosts can now light any non-equipment fire sources such as fireplaces, campfires and candles."
Check the changelog if you don't believe
In terms of the Mare lighting them... technically they've always been fine with candlelight IIRC, it's the main room lights that they had issue with.
Back to the OP, I would imagine Mares should be fine with lighting candles since their gimmick revolves around lightswitches. That said, it would make sense if they also didn't light candles to aid in their gimmick of loving the dark.
I would assume not, but people are probably testing that as we speak.
