The game is cross-platform, so both console and pc must be same version.

I thought they were back to providing updates on Steam, again.

Guess they just pick and choose what to give us. They can't even do this right. Smh. It's not that hard....

It shows 21GB for me, and won't let me download it since I'm short on drive space (9MB available at the moment). I wonder why updates often show more space than what the update really is. If this is 30MB but I need 21GB to download and install it, that seems a bit excessive.

Almost every single asset file got changed, and those files are compressed so changes require unpacking them first. It is normal for any game that uses compressed or encrypted folders to store data to require a lot of room in order to patch.
