Said server has already shown it cannot support a stable connection environment, while also processing all the extra data from mods (this is from the opening months before the developers cracked down on modding) - like it go so bad that even vanilla lobbies were being affected by disconnects.
This aside, there is also the fact that this suggestion is not factoring in the newly tapped into console player base... who would be alienated by the addition of mod support, and would need full, unrestricted access to them as well.
TL:DR - about the only way we're getting custom maps is if the developers give us an in-game map creator - it's really the only option that provides all of the tools to all platforms equally.
