I just had a hantu a few minutes ago and it did slow down and I was able to loop it around the counter in Tanglewood, however it had moments of speed up while I was hiding near the living room and it had been ghost eventing and throwing stuff in that room even though it wasn't the ghost room (it had changed from the baby room to the hallway though)
Hantus speed up from cold. The breaker being on or off doesn't really matter. The breaker being on will warm up the area (And so slow a hantu down), but if the hantu spent enough time in the area it would be cold regardless of the breaker being on or off.
Breaker on: 20 C
Sunrise: 16 C
Clear, fog, : 13 C
Heavy rain, light rain, windy: 8 C
Snow: 5 C
That being said, If you are hunting rabbits like Elmer(the hunter that is always hunting wabbits), each time you get an interaction with a rabbit something is supposed to happen and the devs are not talking about it. It might be that speed of your Hantu during that game might have been messed up by the rabbit.
After all they are cousins of Roger Rabbit, do not underestimate them.
PS: Just in case... the ghost only breaths when the breaker is off... I make that mistake myself still due the exitment of trying to find the ghost that i forget about the state of the braker when it is still turned on and rule out the hantu.
