If you use discord, I recommend going to the official Phasmo server and putting it in their suggestions, I don't think they watch the steam discussions. I second your suggestion btw.
Like seriously, do you know what that weather does when it shows up? Among other things... it gives you a flat 10% bonus on all earnings made during that investigation
It doesn't really take much to put 2 and 2 together here - they put it in custom, people are going to abuse that pay bonus to high hell, even if it gives them a slightly faster ghost and passive sanity drain. It's honestly some good foresight on their part
If it really is as you suggest, then they could just set it so that selecting that weather type in custom reduces the rewards by .10 and that would counteract the bonus. I guess maybe that took putting 2 and 3 together since you didn't think about that.

I rather think that it's done just to have it being something special
Like sure you balance the rewards that way, but the blood moon weather is an unconditional bonus that is applies after ALL other rewards are calculated. This means that it will still boost rewards that are normally unaffected by the rewards multiplier, such as the bone and photo evidence.
And it also doesn't make sense to give it a negative modifier when it also makes things harder in two different ways; the ghost gets a 15% speed boost, and the passive sanity drain rate is doubled. If anything, it would have to be given the hardest bonus for weather pattern, or clamp rewards to zero outright.
In other words... your "balancing suggestion" is still pretty unbalanced all things considered. It's best left as a random event you get for a surprise bonus.
But I digress... the point here is that you'd be removing what makes the blood moon special - it's by design meant to be something you get 1/25 games. If your suggestion went through, it also would most likely be mandated for Apocalypse Gold... which is already hard enough, and might even warrant a full rebalance of the rewards multipliers.
All in all, it's not a good idea in the slightest... just leave it as is.
Allow me to clarify a few things:
1. Calling your opinions "facts" doesn't make them so—it just sounds pretentious. Tone is a thing, and your repeated attempts to belittle my suggestion say far more about your intent than you realize.
2.The $15 from the bone and photos is trivial compared to what advanced players earn per contract. Acting like it’s a cornerstone of balance is laughable.
3. Mandating it for Apocalypse Gold? That would actually make you ineligible for Gold since per my suggestion it would lower the rewards.
4. Saying fluff like "I digress" doesn't fool anyone into thinking you're intelligent. Next you'll call this a diatribe even though my message is perfectly civil, unlike yours.
Your argument boils down to "I don't like this idea, so I'll insult you while grasping at straws to justify why it can't work."
The 10% bonus pay from the Blood Moon is already counter-balanced by the fact that it also increases the Passive Sanity Drain and the Ghost Movement Speed for that contract. Reducing the rewards purely because of the former without considering the latter just simply doesn't work to keep that balance intact, as you are arbitrarily making the game harder on yourself for no worthwhile reason.
IF anything, it should probably balance out to neutral (no rewards multiplier gained/lost)... or even be what provides the highest boost to rewards for weather conditions (which would in turn make it a requirement for Apocalypse Gold... which you sort of blatantly overlooked when I made that point in my last post).
If the devs think the bonus pay will be THAT much of an issue, they can alternatively just opt to clamp the reward multiplier to a fixed amount instead, and prevent exploitation that way.
In any event, it's the devs call if they want us to have that in Custom in the first place or not, and they will in turn decide how best to balance it out should they do so. For now, I'm fine with it being a "once in awhile" sort of deal.
I think they just don't know how to get it to work consistently so it became a "feature".
