Does setting FidelityFX to Balanced or lower fix it for you? Something was busted with the Unity version update that added the new shop UI and VR performance has been crummy across multiple types of headsets since.
This dev response has me concerned, because as a Virtual Desktop user, we aren't allowed to use this option.
If the Phasmo devs changed something recently to auto-assign some sort of built-in Unity/Meta plugin, or generally lazy-mode the game to look for that Oculus OpenXR to be what we're connecting with, then that would go a long way to explain why VR performance has suddenly tanked so hard. I think launching the game from VDesk's built-in game tab tries to accommodate for this sort of stuff, but there is DEFINITELY something wrong with the VR mode in Phasmo that only started happening after the 0.9.4.1 update.
I cannot for the life of me isolate down why this is happening either - I noticed there's a new option in SteamVR's advanced settings to either Off|Auto|On some of the Meta plugin stuff, so next time I play I'm gonna try that, but it's really got me pulling my hair out.
