Not on the lower difficulties, and they were on the lowest difficulty. Ghosts changing their room is only something that happens on Professional or higher difficulty, or as a side effect of a specific wish with the monkey paw. And regardless of difficulty, a goryo will not change its room on its own. Though it can still be forced to change with the monkey paw.
The downstairs is a good example of ghosts interaction range throwing mud. The ghost can reach all 3 rooms down there from its room. Tanglewood is no different. So many small rooms.

I'm not sure on this, its just a guess but maybe it changes a no ghost room changes to low, and that's what you experienced, the rare chance that the ghost changed rooms?
(again they didn't comment on that particularly, its just a something that could be an explanation)
Not Goryo, they will never change room.
As I said three weeks ago, a goryo won't change its favored room on their own. But they can still be forced to change their room with the monkey paw.
