No it's not a joke, I played less than 60 hours, but found this only yesterday.

I have yet to catch one rotating, but maybe I just haven't noticed it yet.
Additionally, if someone is in the home, it won't teleport, just rotate. So there's actually a good chance it may have happened and you just weren't paying attention.
If no one is in the house, and the camera view in the van isn't looking at it, THEN it can teleport.
Considering the dominoes needed to be stacked up to get this, it's a pretty rare thing.
Similar to giggles from the teddy bears.

Wonder if Horror 2.0 might add more elements like this to the game.

Pretty sure the dev had stated how they coded it to work on Insym's stream. Could be wrong though, *shrug*.
Just check where they all are on the map,
In my experience it is rare for them to actually move locations, even more so in locations that you'd instantly notice "Hey, this wasn't here before" or "Hey, where'd it go?", but I have seen at least a dozen of them rotate.
