Thats not true. Left 4 Dead has PLENTY of modded servers and for a long time, and it has ZERO impact on normal unmodded servers.
Because for L4D2, its hosted on their server, not official game servers. For this game, the servers in the region are hosting your games. There are ways to fix this for the dev, but he is a 1 man team and I haven't seen any news of him having his own testers for his bug fixes.

L4D2 servers are hosted by people, their servers. I can host server with as much "stuff" as I want, make it completely different from vanilla in every way, but it won't affect anyone else who is playing on other servers, obviously.
Phasmophobia has number of regional servers and every hosted game is on those servers. Meaning that if you somehow manage to f*ck things up with your "fancy" lobby, it may impact everyone who is on that regional server. Maybe not, I'm not sure, but afaik it's a possibility, depends on what do you do with your lobby, how much do you mod it or whatever.
