Phasmophobia, also a cooperative game. Fails to see this and instead opts to take the game far too seriously. Trying to prevent people from using trainers and modifying the game as much as they can. One of the reasons I stopped playing is the devs treatment of the game. They act is if they're making some comp experience where it's unheard of to want to modify the game in any way. In order to use trainers as you mentioned, you'll often need a bypass for the measures they have in place to prevent them.
I've been saying, Phasmophobia has become quite a joke of a coop game that is very clearly against letting people play the game the way they wish to play the game. They can't have you ruining the ai's experience I suppose. If only more cooperative games knew their place and took a page out of deep rock's book.
Phasmophobia is client->server, Meaning that the 'host' of the lobby is not actually hosting the server, everyone is connecting to the external server. If you ♥♥♥♥ around in your loby with your friends in Phas, You potentially are affecting EVERYONE on the server. Early modders did exactly that; Doing 100+ player lobbies and other shenanigans that was degrading the experience for thousands of others and crashing the entire server several times.
Different systems, Different responses, different handling by the devs. Go figure.
I frankly don't give a ♥♥♥♥ if people cheat in singleplayer or even in their own lobbies, usually. But when it potentially affects MY experience, and the experience of everyone else who isn't cheating, It's not acceptable. Your fun and enjoyment does not get to come at the expense of everyone elses.

OK...but have you realized that...maybe they just don't want mods in their game?
If they don't mods, in their game, that they made, then that's OK, because again, it's their game.
Sounds like you not only have no idea how servers work, but you also have no idea how the legal situation is around your purchases. You should really read the Steam ToS before buying anything else at this point.
I'd rather not have inexperienced players in public lobbies with high levels and then not knowing how to play properly
Then i guess the devs also never introduced an EULA that forbids modding alltogether.
