Last I checked the answer to that is "no" and they ban for it.

Modders knocked multiple of their unity servers offline. Basically ddos’d the game for thousands of people let alone the corruption of save data. I don’t blame them for taking the stance they did.

The server infrastructure is not peer to peer so solo lobbies have the same impact.

The unity server needs to track their money, xp, and stats somehow…

Besides, modding will never be supported due to the planned console ports with full crossplay for VR and desktop. Apparently adding mod support to pc voids the possibility for a PS and PSVR port.

Bottom line. It’s their game and it’s not happening.

Lemme just clear up some misinformation here. The servers aren’t important. Everything you need is literally stored in a save file in LocalLow. You can even play Singleplayer without a stable internet connection, you only need it to launch the game. This also means, the game is likely peer to peer in multiplayer, and 100% is in singleplayer. One would need to reverse engineer to find out that; I will absolutely not be covering that, as this research is not particularly important or appropriate here. It likely needs internet to start up due to a bug, I’ve looked through logs, it definitely looks like a mistake to not skip the Unity server checks, as it appears to serve no actual purposes, nothing even regarding to anticheat.

They probably just don't want mods in game, which is perfectly reasonable.

It is not peer to peer in multiplayer; It connects to and is hosted on a master server. That is in large part why mods are so hard banned in Phasmophobia; Early modders were doing ridiculous things, like 100 player lobbies, and crashing/lagging out/affecting the performance of the main server and affecting the play of EVERYONE, not just themselves and the people in their specific lobby. It got to a point the devs just said "That's enough." and went hard against it.

Singleplayer used to be online required too, but was changed to comply with some law and is now self enclosed. You could technically mod in SP, if you wanted, but, If you do anything that affects your save file in any recognizable way (for example, making matches give 100x experience, you'll have monumental exp amounts but very few matches completed, and will have leveled very fast with very little playtime) will likely get you banned from the multiplayer server when you connect or ever get reported. So while you technically can and the devs can't stop you, You shouldn't unless you want to risk never being able to play MP again.
