I'm pretty sure it was then decided that patches would take longer to come.
The (original) maps are all stock unity assets and the devs don't want to continue using borrowed assets in their game, so I consider it understandable that they want to get rid of those when given the opportunity even if it ruins some of the nostalgia.
The devs (or at least CJ) have said that Phas won't stop at 1.0 and will get updates beyond that. To what degree is anyone's guess, though idk if the devs have any more of a clue on that as we do with it being that far out.

While they're at it, I hope the higher tier sound sensors stop taking in ambient sounds, because on places like Sunny Meadows, that gets irritating pretty quick.
I absolutely agree on needing better ghost AI; it would be nice for the ghosts to act more "natural" outside of player interactions, especially where ghost events are concerned, and improving the hunt AI to be more threatening is something I hope gets great attention to when the game hits full release. Imo, an AI overhaul should also be tied to difficulty as well. Currently, the hunt AI is currently no less dangerous Amateur than on Insanity or Custom, making for some very eccentric gameplay dynamics at the lower and higher levels due to other factors like setup time, hiding spots and the scaled ghost activity. I wouldn't say it's backwards per se, but it just feels off at the lower levels to say the least.
Not sure how they’re supposed to make ghosts “more realistic” though.
I believe the real reason is the console release which delayed all other projects.
One map for more than 2 years, the remaining are rework ?
Emurinus, you should write this on Reddit and Discord to make sure devs can read it, there are a lot of good points here.

Reworked maps are new maps because you've never played on their design before.
