As for coding changes, there is no doubt in my mind that they have been doing that; the bug fixes seem like they are not happening, but usually updates do come with a round of fixes as well... this is to not drown us in minor updates that are only every going to address one minor and/or situational issue each time, which I can honestly appreciate that they don't go this route.
The long and the short of it is this: creating a game, in it's own way, is a form of art... of expression; you don't rush your favorite artist and expect them to output the exact same quality of work if they hadn't... so by that same logic we shouldn't rush the developers behind our favorite games either, and let them continue at their own pace... so as to get a higher quality product as a reward for our patience.
This game does not have meaningful voice acting, does not have a story, etc. There isn't much that would drastically extend the current development outside their fire incident. The only logical assumption is that the dev(s) are taking way too many breaks or work some other job besides the development on this game. Working other jobs isn't an issue as this is an indie game and not backed by some massive studio and publisher but it should be stated if they do so people know what to expect. If they are only working on this game and no outside distractions then their release time for meaningful updates is just too slow.
In the short view one year doesn't sound like much but most people, on average, live for about 70 years give or take. One year is quite a bit in the end. People can have things happen so they can't play anymore, pass away, have limited time, etc. In terms of business not releasing anything significant for your product, if it's the only product you have from your company, in a whole year+ then it's not a good sign whatsoever.
People that enjoy Phasmo will keep waiting. However quite a few will keep getting frustrated/bored with how the dev(s) are handling this situation and how long anything is taking to come out.
