Hiding spots will usually prevent a ghost from finding you but all have a chance of being compromised in one of many ways, including dumb luck.
They can't do that with Lockers and Closets, as long as you hold the Door closed and don't attract the Ghost. They might walk past you and try to open the Door, but due to you holding the Door closed, they will not open it.
So, always prefer "actual" Hiding Spots like Closets or Lockers. If none are available, try a remote Hiding Spot, like the Shelves in the Laundry Room in Willow - Ghosts will rarely go and check there.
I hope at some point, they change the AI a bit, so a Ghost can't roam in a official Hiding Spot anymore, unless it sees the Player going in there or a Player attracting the Ghost there by talking or having active Electronics in the Hand.
Safe spots like lockers/closets aren't bugs.
Stop using "save spot" and "hiding spot" interchangeably, they are NOT the same things.
Well, technically a ghost can walk there.. but when hunting for players, they shouldn't be walking all the way to the hiding spot to try and find them. They walk into the room and unless they have to go through to go out another exit, they'll path back out somewhere.
It's not a hiding spot if the ghost will just walk right into the hiding spot without provocation. I would hope this is considered a bug if this is the case, and will get fixed eventually.
All that being said, I suspect that the ghost doesn't treat stair walls properly. There may be "sight leak" when walking down the stairs, where it is at the moment that it is treated as being on the same floor (so has the ability to have line of sight from the floor being the same), but the wall that would normally prevent reach/sight isn't considered to be there yet. Meanwhile, where you are hiding is only blocking the rest of the room, not the view to the stairs if you take out that wall.
I dunno, it's all speculation on what might be causing it, but it is very annoying to lose in a skill based game when the expected behavior doesn't happen.
I know in the past I've been killed by a ghost on Edgewood that reached across the stair's banister/wall to kill me as I went up while it was still in the middle of the hallway. I should have been treated as on "a different floor". I believe this one was fixed, but it is possible the Tanglewood's basement stairs is producing problems.
