As for the Phantom, keep in mind that cold breath is not an evidence anymore. use the thermometer to get freezing temps.
They don't really have a personality (in the sense of getting rid of all the replayability in favor of having a unique one time experience for each ghost), but they for sure have unique behavior, which can even be used to identify ghosts in 0-Evidence runs.
Dead game? Outside it's first 3 months, in the back-end of 2020, Phasmo has more average players than it's ever had. The new update has brought in/back more players than the game has seen since January 2021. Over two years ago. The evidence suggests the update was an incredibly good thing for the game. But you're dumb and don't want facts. You want to be feel right throwing a little tantrum. Pathetic.
The game isn't going to die for awhile and people keep misusing that word like crazy.

We are even, slowly, learning how to identify their hunt behaviors. Not there yet, but getting there.
That sounds like a you issue.
And I can see why. You called mimic without even checking for mimic orbs. The unique trait only mimics have. No other ghost has 4 evidence.
And you think a lighter and salt are necessary to identify a ghost? They are not. All the necessary tools (the ones that give evidence) are provided.

The Mimic's evidence is Spirit Box, Ultraviolet, and Freezing Temperatures. It also has the fake evidence of Ghost Orbs.
The Phantom's evidence is Spirit Box, Ultraviolet, and D.O.T.S.
I would assume that you correctly obtained spirit box and ultraviolet evidence, but you and/or your friend were unaware of the changes made to the freezing temperatures evidence in the Ascension Update back in August.
Seeing your cold breath is no longer a telltale sign of freezing temperatures evidence. It now just means that the room you are stood in is below 5°C / 41°F. The thermometer was changed from being an optional piece of equipment to a part of the starter equipment, as it is now required to check if the room's temperature is below 0°C / 32°F.
Another noteworthy change is that before the Ascension Update, every ghost could step in a pile of salt, but the Wraith was the only ghost that wouldn't leave UV footprints. Now it has been changed so that the Wraith is the only ghost who won't step in salt piles. UV footprints have been added to what was "fingerprints" evidence, which has now become "Ultraviolet" evidence, so only ghosts with UV evidence will give footprints.

Since you didn't:
1. A new shop UI is already on the way with a mock up available on Reddit.
2. Journal descriptions have always been flavor text. I thought this was obvious even back in 2020. The only parts that are reliable are the strengths and weaknesses, even if those are still a bit vague in some areas.
3. None of the ghosts require salt or lighters unless you're actively playing with limited/no evidence. It's not discouraged to play at Professional or lower for the few levels.
4. You probably just assumed cold breath was freezing. Again, learn to read the patchnotes.
