10 activity level but nobody in the grounds

I was playing the smaller campsite map. I was in the van, my friends dead, and the ghost was going ballistic by itself. Activity was shooting anywhere on average of 4-10 with nobody alive in the grounds. It turned out to be 'The Twins' is this normal behavior? What was bro doing back there??

Activity level is just a measure of how many active EMF events there are on the map, It can technically occur at any time on any map with any ghost who just happens to do a bunch of stuff back-to-back. Hunts meanwhile directly spike the EMF level to 10 even if it was previously at 0.

Perfectly normal. Twins are particularly good at hitting 10 outside of a hunt though, since they can do 2 actions at a time with their power.
