Holding f and moving mouse left and right allows rotating the camera placement.
if you are close enough to a surface that can support a video camera (also works with ghost writing book, candles, dots projector, motion sensor, sound sensor, tripods, and the crucifix), pressing and holding your secondary use button (normally F) will cause a ghost image of the item to appear. You can then rotate it with the mouse. Once you're happy with the orientation, you release F to actually place the camera.
If you are having trouble doing this, there might be a few reasons. Firstly, you have to be close enough. If you're trying to put the camera on a table, it's best to walk right up against the table. Secondly, you have to be holding the camera in your hand when you try to place it. It will attempt to place the video camera where your cursor indicator is (that annoyingly hard to see small circle) so make sure you have that aimed at the surface. You can boost the indicator visibility in the options menu if you have trouble seeing it.
Lastly, a good option is to try this outside the house first so you get the hang of it without worrying about the ghost. You can also try putting the video camera on a tripod in the truck, and then taking the whole tripod and video camera combo into the house.
Note: Placing the tripod is a bit strange. You can drop it to have it point in the direction you are facing, or you can use F to place it on the floor, but it will default to facing towards you, so then you have to rotate it before releasing F.
