Does anyone know how to get all the cards? thanks!

Pretty sure the card is randomly chosen when you draw it and each card has a different chance of being drawn (High Priestess has a 2% chance and The Hanged Man has a 1% chance - those are the only 2 I know). Each deck only has 10 cards so you're going to have to try several times to eventually get all the cards.
You can try doing some custom games with the intent of just getting the deck and pulling cards until you get them all. Custom options allow you to force any cursed item to appear and can even make the ghost be unable to hunt, both of which would be useful for trying to get all the cards.

yeah you can even turn on passive ghost to draw the Death card safely IIRC, and just force Tarot cards to get them in ASAP.

I'm not sure if doing that prevents Hanged Man from being drawn though. I have yet to draw it myself with that method at least, but given it's supposed to be the the lowest odds of drawing I may just be getting unlucky.

You can still draw hanged man and you won't be killed for it with friendly ghost turned on iirc.

Ah good to know that it can still be drawn. I had a slight feeling that it would probably do nothing, but I still turned on "prevent item loss on death" just to be safe 'XD

the wiki says The Hanged Man Instantly kills the player. This card will always turn into The Fool if the 'Friendly Ghost' custom difficulty option is turned on.
