Do UV Footprints count as evidence? I would have thought so but have been told otherwise

Before the update, they didn't. After the update, they do.

Prior to the 0.9.0 major update, no, they did not count as evidence. This is because prior to 0.9.0 the UV evidence was actually named "Fingerprints"; And feet do not have fingers to leave Fingerprints behind.

As of 0.9.0, Fingerprints have been renamed to UV; And by extension, Footprints now count as evidence. To be clear here, The disturbed salt pile is NOT UV evidence; Only the actual UV footprints that may get left behind shortly after the ghost steps in the salt.

And to add to this - only ghosts with UltraViolet evidence will now have footprints. I'm currently unsure if Obake has a unique footprint to go along with it's unique fingerprint tell.
