Any ghost can roam- They can wander from their room on a short, medium, or long path. For Goryo specifically, they're limited to short roams only.
Their favorite room is the room to which they return after a roaming session; If a ghost changes this, it changes their central anchor point essentially.
Additionally, Temperatures don't go down in the ghost room specifically; Rather, they go down in whatever room the invisible entity currently is- This invisible entity actually roams the location as mentioned.
Lastly, Temperatures go up house wide whenever the breaker is on, but at a pace slower than the ghost is dropping it.
So because a goryo can roam, and can ONLY short roam, it's pretty common for whatever room is adjacent to their favorite room to also be very cold; And if they roam often enough, their home room can warm up from the breaker being on while the ghost is off in whatever room it's currently wandering.
Edit: To be clear, though, No, Goryo's can't change favorite rooms. However, If you're playing with the cursed obects, the Monkey's Paw 'I wish for Sanity' wish iirc forces a room change as it's negative effect, even for the Goryo.
Though if it happens more consistently, then it might be worth reporting it as a bug, since in the past there were also bugs with this ghost, which made it possible to change rooms and every now and then, they accidentally reintroduce bugs, which were already fixed a long time ago (like the crucifix turning off lights when being used)

just happened to me just now lmao, just downed all the odds to goryo/raiju his fav room is in the bottom side of the kitchen but suddenly change to the top and after that i choose raiju because it thought it changed room turns out it is goryo, man
