As for what might by confusing you- freezing temps follows the ghost, so the ghost might have been poking around in the garage at the time and tricked you.
In the future, remember that twins are given away by specifically interactions (objects moving in the environment- anything that gives you emf) occurring in two different locations simultaneously, not other forms of evidence appearing in multiple places.
Your ears are your best asset for twins- if you're willing to risk losing your hearing to jumpscare events, crank the volume to max and you can often figure out if your facing twins just by hearing objects fall/doors creak in different rooms at roughly the same time, without even needing any form of evidence
(The hearing tip is more useful on small and medium size maps, but you can still get value on large maps if you're lucky or if you find a good spot to sit and listen from)
And even though Twins sound like they're 2 ghosts, it's actually still just one ghost like any other. Though every ghosts can keep multiple rooms cold with enough roaming, especially since temperatures below 5°C move at 1/3rd the speed since the last updates, which makes rooms heat up slower these days.
And if you're playing on professional or higher difficulties, ghosts can also switch rooms, but thermos still take some time to be able to tell the roam as explained above.
technically the freezing temps doesn't "follow" the ghost. It's rather the ghosts presence slowly reducing the temperature of the room it is in right now. That said, just because a ghost pokes its head out into a hallway for 5 seconds, you'll still not see freezing temps in that hallway. That's why you often see freezing in the ghost room and not in like a 2 room radius.
Actually Morois are the easiest to confuse with twins due to their speed depending on the teams sanity. At 30-40 % sanity they're roughly as fast as normal ghost, but at > 45% they're as slow as the slow twin and at 20-25 % they're as fast as the fast twin. And if you're very unlucky (especially in MP where you can loose sanity quite fast), then you get the 1,5 m/s Moroi on one hunt and a 1,9 m/s Moroi in the next hunt, which is how you usually tell a Twin, especially if you don't enjoy chain hunting and leave as soon as you've an idea of which ghost it might be.
Obviously at like <15 % sanity it gets more obvious, but ghosts usually doesn't what that long for their first hunts.
So while that is a good guess, the truth is that it just wandered up there for some reason.
Like most said, Twins usually interact in rare occasion simultaneously and that in multiple rooms. The easiest way for me to check is by letting them initiate hunt several times. The main has approx. -10 % base speed while his/her twin +10% base speed which is quite noticeable from hearing the footsteps.
You literally didn't get the point. Yeah, obviously it is easy to do a Moroi test, if you already know, that it is a Moroi and just want to hear its ability in action to verify it actually being a Moroi.
However, as i've already said, big parts of the Morois speed spectrum overlaps with many other ghosts speed values and multiple of these values can easily be misinterpret as twin speed, at wich point it can easily happen, that people stop looking for every other ghost anymore.
And most ghosts speed up in loop. A Moroi at fast twins speed gets faster the same way, the fast twin itself gets faster. That doesn't tell you anything in this scenario other than it not being Revenant, Hantu, Deo or Thaye.
Sanity Medication definitely helps in verifying the Moroi, yes, but keep in mind, that you're wasting up to 80 $ with that, which might not be in the interest of a beginner, who already has strong evidence towards another ghost with the ghost speed comparisons (especially when you tell them to loop, which might kill them in the process and not get anything at all, even when guessing Moroi correct).
