1) Listed as a VR Supported game... and
2) Listed as having online co-op functionality...
... even if it doesn't outright say mic required... connecting those two dots strongly implies that vocal communications are pretty much mandatory, and that text chat will be non-existent.
In fact - one should be glad Phasmo isn't a VR exclusive title... I would not have been able to enjoy this game (for better or worse) otherwise.
It is pretty fun for the immersion factor. People even sound further away the further you get, and if you are too far you need to use a walkie talkie.
Which creates unique moments of suspense cause when the ghost is hunting you WANT to talk to team mates but that could potentially reveal you.
Although it might seem silly to not have a way to chat in game through text, it is totally by design and it works to the games benefit. Besides, there is a plethora of ways for gamers to text and chat outside of their games nowadays, you can still communicate if you want.
And a Mic isn't required. You don't need to say anything to team mates, there are ways around it even if you do, and anything that is activated by voice has clickable interface options if you don't have a mic.
