you probably will have to play with one flashlight for your first game
There's definitely still a need to buy them since now there're three tiers of them for one thing, and if everyone only has their own free flashlight you still need to buy another as soon as you lose yours.
That said, you can save money by simply not adding additional evidence items, since the ones provided will always stay free.
Obviously it is annoying the way it is with the first investigation you're playing, but after one game you should already have enough money to get the additional flashlights.
