Stuck in a installing/validating Loop with EVERY patch of the game.

I've noticed this a few times now, EVERY single time there's a patch for the game, it gets stuck in a loop of installing/validating in Steam.
So far the only way I've been able to get around this is to uninstall and then reinstall the entire game.

Is there a fix for this, or some other work around.. or do I need to keep doing this with EVERY single patch?

Reinstalling DOES allow it to update as intended.
Clearing Cache has not helped.

It's saying 'PATCHING' 9.7GB,
It reaches up to 2.5GB,
Then switches to Validating of 22.3GB..
When that completes, it restarts from 'PATCHING' 9.7GB.

And as stated this happens with EVERY patch.
I have had to uninstall and reinstall the game with EVERY patch, just to get it to update.
This is obviously not as intended.

Also, just for clarification, it is ONLY this game that is doing it, all others are updating as expected.

Tried clearing my cache, no luck.
Tried deleting the failed files. No luck.
Uninstall/reinstall, no luck.
