However it is ONLY freezing when you have verified with a thermometer, that it is SUB zero (anything below 0c or 32f). Only when you see zub-zero on the meter is it freezing.
Probably just need to re-verify your files.
That might help with the disconnect.
But yes, currently, misty breath is a sign of ANY ghost being present.
I rather wish all the main evidence items had secondary non-evidence interactions like this, actually. It would be cool if no-evidence runs utilized all your gear instead of excluding several pieces.

Much how certain Ghosts have scream tells.
Something like dots or the emf could stop functioning over time as a tell for battery drain and energy consumption.
More subtle and clever ways to utilize equipment and information from it without direct evidence could be neat.
Or entirely frustrating. Idk, I'm not a dev for the game lol.
Currently Temps and EMF have non-evidence use in terms of revealing ghost activity and presence.
Temps 0-5 degrees mean the ghost is present but don't prove freezing.
EMF 2-4 mean the ghost did a thing but don't prove EMF 5.
UV footprints used to be the same, but much as I'd love to see it get back a non-evidence case, having footprints as evidence counters a frustration for rooms without much in the way of fingerprints too well.
Other evidence pieces have semi-side uses
Videos can be used to watch for things like Yurei door closing (sound sensors can do this too) or just watching activity from the truck, like to see a polter-explosion.
UV glowsticks can still be used for lighting your way through in no-flashlight challenges
