New Update broke the game

freezing breath doesn't mean freezing ghost anymore - you have to get a freezing temp on a thermometer

seeing your breath no longer means freezing temp, you can get breath below 5 degrees, and freezing is below 0

Not broken, they changed how cold breath works. You will now see it at 5* (40ish F), so it no longer indicates freezing. You'll need to actually use the thermometer now.

You say freezing temps, did you wait for your breath or use a thermometer?
If you waited for your breath then you didn't read the patch notes, breath no longer means freezing temps, just that the area is cold. You gotta use a thermometer to confirm freezing temps now.

Breathing isnt freezing

Breath now mists at around 4 degrees fahrenheit and below, it's used to find the ghost room but does not determine whether the ghost causes freezing temperature. You need to use the thermo to confirm freezing.

Also, if it's snowy weather you can get cold breath in the truck.

THERMOMETERS AND TEMPERATURES
- Thermometers are now counted as a starter item alongside the other evidence items
- The cold breath effect will now show at 5 degrees Celsius and below.
- You must now use a Thermometer to find freezing temperatures at 0 Celsius (32 Fahrenheit) or below
