So if they had some form of communication outside of the game (discord or whatever), or there was some communication before they left, then they might just be waiting for that person to come back.
That aside.. yeah, some people might have a particular game they want to play, and "low level", "no mic", "sounds young/old/etc" will go against what they want. You'd probably not have fun with such a group anyways.
And the reason it happens quick with little communication is because they are probably churning through quite a bunch of people. Not fun having the same conversation 50 times.

Its recommended that you use the "Looking For Group" Sub-discussion board here, or on their Official Discord (to which a link is provided in the opening post on the pinned threads at the top of General Discussions (should be impossible to miss it given it literally says "Join our Discord". It will take a bit of extra effort, but your enjoyment of the game will be more consistent for it.
If you insist on playing random publics, I would at least recommend curbing your expectations, as this insta-kick is just one of many different things you'll commonly run across. Other things you might run into is people who just went AFK and didn't close the lobby... and people who might give you a bad experience in general (eg: you wanting a family friendly experience but the rest of them are fine with swearing like sailors).
In other words - you're going to be jumping lobbies a lot for one reason or another, but eventually you'll find an accepting one and have a good time... just don't let the bad ones weigh you down.
If you want a community to grow, and a game to not die before it starts...people need to help others learn the game instead of just booting. And I see a lot of the responses on here literally any time someone brings this exact subject up.

Maybe some people don't want to make their own lobby, and not everyone wants to join the discord.
Maybe the devs should hurry up and implement the ability to have the lobbies have descriptions IE showing the Difficulty level, this will allow players to better pick lobbies suited to their current skill level or desired play style.
And yeah, you can find VERY nice VERY welcoming people in this game...just might take a bit of time to find them though. I have a few hundred hours in the game, and I still get kicked for no reason from lobbies so don't feel discouraged and good luck ghost hunting!
In those cases, there is no ideal solution as the ability to switch a lobby from a private one to a public (or vice versa) is non-existent... and there honestly should be.
As for the developers not doing anything about it, it's admittedly a minor issue in the grand scheme of things... and one that, for the time being, can be worked around by the community itself... using things like the various Looking For Group methods.
Will they eventually do something about it though... Personally, I kind of want to see a better lobby structure, but I am aware that it's low priority compared to the things they've got planned already. Plus, worst case scenario... game might lose online connectivity temporarily, primarily due to them potentially needing to work on the server code directly to implement the necessary backbone changes.
If you are playing a public lobby with 3 randoms... and one is having computer issues and says "After this mission, I'll reboot and be right back".
Then you have to sit there and wait in a public lobby with an open slot until they get back.
There is no way to set the group to private once you've started. If you have a good group made from randoms and want to keep playing together, but something happens and someone disconnects... you are stuck keeping the slot clear until they get back.
And you want to keep the slot free, so having a conversation about why they have to kick you and the back and forth of normal human interaction, leaves the slot blocked while you do that.
After the first couple times, you get really tired of talking about it. You just end up kicking the second someone shows up.
We don't see people who host games complaining. While it might sound flippant or dismissive to say "Host your own game", and likely a lot of that is, it does put you in the position where you may run into this problem and realize what it's like on the other end.
